In 1997, the National Association for the Preservation and Encouragement of Prostitution (NAPEP) joined with the International Union of Whores and Sluts (IUWS), to create IMHO. The organization was created to monitor and regulate the nearly 1,000,000 women and men worldwide who perform sexual acts for pay.

IMHO has an extensive research branch, which collects data on the practices of whores and sluts in various world markets. The data is then processed and analysed to determine which areas are the best for whores and in which areas whores are working below industry-accepted minimums.

The media department of IMHO is responsible for raising public awareness of the conditions of their local whores. Such important topics as brothel preservation, treatment of "The Disease", zoning, and law enforcement response are discussed and communicated to local media outlets. Additionally, IMHO hosts an annual awards show, honouring those who have worked hardest at bringing whores and prostitution to the forefront.
