Whomsoever, from the very beginning of recorded human history, has been a regular subject of poetry, literature, religeon, and pamphlets all over the English speaking world. While the exact nature of whomsoever is vague at best, he is mentioned many times for his various deeds and/or sins. His deeds and/or sins range from not washing his hands after masturbating, to becoming God; depending upon the interpretation(s) of the text(s).

... But just who is Whomsoever? No one really knows, but we do have a certain amount of historical examples in which he figures prominently.
